Administers the Smart Start Program in Cleveland County, serving children birth to age 5 with focus on early childhood education, health and safety. With Smart Start funds, the Parents as Teachers program provides a home based program for parents with children ages birth to five. The program offers monthly developmental information and support. Periodic educational screenings are provided. Dolly Parton Imagination Library-All children under age 5 years in Cleveland County are eligible to receive a free book in the mail each month. Parent/Guardians must complete an enrollment form per eligible child to begin receiving books.

Healthy Alternatives Learned for Tomorrow-HALT program provides assessment and 26 week counseling program for men who have identified the need to better control their anger, or who have been referred by the courts. The goal of this program is to teach participants positive ways to respond to daily life situations.
