Administers the Smart Start Program in Cleveland County, serving children birth to age 5 with focus on early childhood education, health and safety. With Smart Start funds, the Parents as Teachers program provides a home based program for parents with children ages birth to five. The program offers monthly developmental information and support. Periodic educational screenings are provided. Dolly Parton Imagination Library-All children under age 5 years in Cleveland County are eligible to receive a free book in the mail each month. Parent/Guardians must complete an enrollment form per eligible child to begin receiving books.

Healthy Alternatives Learned for Tomorrow-HALT program provides assessment and 26 week counseling program for men who have identified the need to better control their anger, or who have been referred by the courts.
